ISO 17065 Separation Requirement
ASSESSORS CANNOT MAKE CERTIFICATION DECISIONS
ISO 17065 requires separation between assessment and certification decision activities. Assessors conduct assessments and make recommendations. Only designated decision-makers (Tony Jeeves, Barry Graham) can grant, refuse, suspend, or withdraw certification.
ISO 17065 § 7.1 Competence Requirements
Personnel Competence: The certification body shall have documented requirements for competence of personnel involved in the certification process.
Key Requirements:
- Define competence criteria for assessors (education, training, experience)
- Provide scheme-specific training
- Monitor assessor performance through review of reports and witness assessments
- Maintain records of qualifications, training, and experience
- Ensure continuing professional development (CPD)
- Require conflict of interest declarations
